David C. Wilkes, Esq., CRE, FRICS is a US and international real estate advisor, concentrating in property taxation and local government finance, complex property valuation, eminent domain, and emerging market tax and mortgage finance, including Islamic Law-compliant mortgages.  He is a designated "Counselor of Real Estate", and is also a Fellow of the Royal Institute of Chartered Surveyors, admitted through their Eminent Professionals program.  He is a Partner in the law firm of Huff Wilkes, LLP.  He has served as a Senior Real Estate Advisor working in emerging markets on behalf of the US government, including the Middle East and Eastern Europe.  He represents many of the world's largest institutional real estate owners, and lectures and publishes internationally on property tax, local government finance, and valuation. 

David is an elected Member of the Board of Trustees of The Appraisal Foundation, based in Washington, DC.  The Appraisal Foundation is authorized and funded by Congress as the source of national appraisal standards and appraiser qualifications, including the establishment of the Uniform Standards of Professional Appraisal Practice (USPAP).  He is also a Member of the Board of Directors of the Counselors of Real Estate’s New York Chapter.

David served for six years as Editor-in-Chief of Real Estate Review (2001 – 2007), an academic quarterly published by New York University's Real Estate Institute, and is currently Editor-in-Chief of the New York State Bar Journal (2004 -  ), a monthly lawyers' magazine with 80,000 readers.  He is a founding and active member of the Corporate Advisory Council of the International Property Tax Institute (IPTI) and is IPTI's Designated Representative to the New York City Tax Commission’s Advisory Board; he is also Vice Chair of the American Bar Association's Property Tax Committee; Co-Chair of the Westchester County Bar's Tax Certiorari & Condemnation Committee; and Chair of the Tax Administration and Revaluation Committee of the Westchester Commission on Tax Reform.  He is a member of the International Association of Assessing Officers' Legal Committee.  He is chapter author for several books on taxation and eminent domain, and author of numerous articles and papers on law and tax for professional publications. 

Mr. Wilkes is the recipient of the International Association of Assessing Officers' Distinguished Real Estate Research and Development Award for his analysis of REITs valuation issues, and the Counselors of Real Estate’s Ballard Award for Best Article of 2005.

Mr. Wilkes received his master's degree in real estate valuation from New York University's Real Estate Institute, where he was awarded the Norman Weinberg Prize for Excellence, graduating first in his class. He received his law degree from the Boston University School of Law, and his undergraduate degree in English Literature from the City University of New York, where he graduated first in his class.
