David C. Wilkes is a US and international real estate property tax advisor and litigator, concentrating in property tax assessment and valuation. In 2013, he was selected to be the sole featured speaker on the subject of property tax law in New York State for the Justices and Court Attorneys of the entire New York State Supreme Court, Appellate Division. He is a Fellow of the London-based RICS, the largest organization of property advisors in the world, where he has served as an elected member of its International Governing Council and is currently a Member of its Global Valuation Board. He is also a designated Counselor of Real Estate.

David is the former Chairman of The Appraisal Foundation, which is the Congressionally-appointed source of the appraisal standards (USPAP) and appraiser qualifications for the United States. He spearheaded the creation of the acclaimed Appraisal Practices Board. He is Director of Corporate Services for the International Property Tax Institute and a co-founder and Vice Chairman of the National Association of Property Tax Attorneys (NAPTA). He was selected to the 2014 and 2015 New York Metro Super Lawyers List.

David has served as Senior Legal Advisor on property rights development and property tax projects in emerging markets, working in the Middle East and Eastern Europe. He lectures and publishes internationally on property tax, local government finance, and valuation.
David has served as Editor-in-Chief of the New York State Bar Association’s flagship magazine, the Journal, with a circulation of 74,000 lawyers and judges for over a decade. He is in charge of the Journal’s blog, and served for six years as Editor-in-Chief of Real Estate Review, the prominent academic quarterly published by New York University’s Real Estate Institute.

He is Past Chair of the American Bar Association’s Property Tax Committee; he is a long-time member of the International Association of Assessing Officers’ Legal Committee, and is chapter author for books on taxation and eminent domain, and author of numerous articles and papers on law and tax for professional publications.

Mr. Wilkes is the recipient of the 2003 International Association of Assessing Officers’ Distinguished Real Estate Research and Development Award; the Counselors of Real Estate’s Ballard Award for Best Article of 2005; and the 2008 APEX Award for Property Tax Reform.
Mr. Wilkes received a Master’s degree in real estate appraisal on a full scholarship from New York University’s prestigious Real Estate Institute, where he was awarded the Norman Weinberg Prize for Excellence, graduating first in his class. He received his law degree from the Boston University School of Law, and his undergraduate degree in English Literature from the City University of New York, where he graduated first in his class.

David is an avid rock and ice climber and mountaineer and licensed climbing guide; he is an airplane pilot and avid motorcyclist; he is the author of “New York Property Tax Monitor”, a blog (www.nypropertytaxmonitor.com); he is also a Contributing Editor to the American Alpine Journal, a Board Member of the Gunks Climbers’ Coalition. In his spare time he writes both fiction and non-fiction and enjoys painting and photography.
